    The Assistant Undersecretary for Reconstruction and Projects, Engineer Mazen Adel Bakherji, said that the Ministry's recent authorization of district and city secretaries with more powers greatly contributes to developing services provided by the trustees to beneficiaries and expedites the completion of procedures related to planning aspects in the region.

    This came during the meeting, which was held by the Asharqia Chamber, represented by the Real Estate and Urban Development Committee, on Tuesday, June 9, 2020 AD, in cooperation with the Eastern Region Secretariat, which highlighted the future directions of urban planning in the Eastern Region, and was managed by the Chairman of the Real Estate and Urban Development Committee in the Chamber, Eng. Hamid bin Hamri.

    In the framework of Vision 2030 AD and what the Ministry of Municipal and Rural Affairs aims to improve the quality of services provided to beneficiaries, the Ministry worked on adopting a number of updated paths to approve private residential land division plans within 60 days, including a number of proposed alternatives that enable landowners and developers to choose Alternatives that are compatible with them in a way that contributes to the speedy completion of accreditation and development procedures, according to specific controls and requirements for each path. Noting that the updated paths for approving plans pass through three paths that start with initial approval and progressive emptying and go through primary and final approval before implementation and end with primary and final approval and sale of all parts before Implementation, which includes, for example, the payment of implementation amounts by the developer to the implementation party, defining and committing to the governance of all administrative procedures from all parties, and selling the entire scheme before the implementation of the infrastructure.


    Bakhraji indicated that the Secretariat launched a number of programs and applications of geographic information systems for urban planning and related procedures through the geographical portal, which enables beneficiaries to submit various requests or obtain electronic data through the approved channels, He said, the recent periods in general have witnessed major changes in the future directions of urban planning and the associated regulations and legislation at the Kingdom level in line with the directions of the Vision 2030 and the programs emanating from it, and this included a number of programs and initiatives as well as decisions and regulations related to urban planning, such as the quality of life program, And the application of comprehensive access standards, the development and rehabilitation of neighborhoods and residential neighborhoods, the paths of accreditation and implementation of special plans, spatial development priorities, powers granted to the secretariats, and the relationship between the Secretariat and the Eastern Region Development Authority​.

    Bakhraji indicated that the secretariat has developed three strategic phases to achieve honesty access to comprehensive access applications as one of the aspects of the Humanization of Cities initiative, as the first phase included preparing a survey study for the Dammam metropolis and the conditions of people of determination and determining their requirements and priorities, while the second stage included preparing (11) evidence-based On the criteria and evidence of the King Salman Center for Disability Research dealing with the needs of people of determination for public facilities and facilities, while the third stage included preparing detailed designs for comprehensive access to five sites in the Dammam metropolis, as well as preparing a strategic plan for comprehensive access to cities of Dammam present to become friendly cities for people with special needs.

    With regard to the latest developments regarding regulations and regulations, Bakhraji said that the Ministry of Municipal and Rural Affairs recently updated a number of regulations related to the requirements and controls of service activities in line with current developments, including the list of gas stations, the list of private schools, the list of health facilities, and the list of social facilities, Also, a list of health conditions for workers 'housing was issued in light of the precautionary measures to combat the Coronavirus, in accordance with the Manual of Health Conditions for Workers' Housing issued by the National Center for Disease Prevention and Control (Prevention).
